I tried using the API keys and a non-existent user, but that errors out, so what is the point with the global API keys if you have to tied it an active user? The idea with the API keys is to allow users with limited permissions to perform actions there account does not have sufficient privileges for. You might have a pipeline tool that requires creation or modification of a entity/attribute that you do not want the user to manually change or create through the web UI. The API keys do as you say currently require a valid user, this allows the audit logs to still contain a valid user trail.
